Tarboro Riverbank Renovation

The Town of Tarboro, North Carolina, is set to embark on a transformative project aimed at revitalizing its riverbank area, thanks to a substantial grant from the NC Department of Commerce’s Rural Economic Development Division. As part of the American Rescue Plan Act (ARPA) of 2021, the department received $50 million in Coronavirus State Fiscal Recovery Funds (SFRF) to launch the new Rural Transformation Grant program, a key component of its Rural Engagement and Investment (RE&I) Program. This initiative focuses on helping rural communities rejuvenate their main street and downtown districts. Tarboro has been awarded $875,000 under the Rural Transformation Grant, which will be utilized to enhance pedestrian access from Main Street to the Tar River bank.


The project includes the construction of a stairwell and an ADA-accessible ramp, alongside the stabilization of approximately 175 linear feet of the north side of the Tar River bank. The Wooten Company, a reputable design firm based in North Carolina, is currently developing plans for this ambitious project. Completion of the plans is expected within the next six months, after which the project will move into the construction phase. This initiative aligns with the vision outlined in several key planning documents for the town.


The Tarboro Parks & Recreation Master Plan created in 2011, the Town of Tarboro Strategic Plan of 2018, and the Downtown Tarboro Area Wide Plan of 2023 all emphasize the significance of the Tar River as a vital asset for the local community and visitors. By enhancing connectivity and walkability, the project aims to boost recreation, increase visits, and stimulate the local economy, making the riverbank a more integral part of Tarboro's social and economic fabric.


Historically, the riverbank has been viewed as an underutilized asset. This project represents a pivotal step in transforming the area into a vibrant, accessible space that can be enjoyed by residents and tourists alike. The increased accessibility and stabilization efforts will not only beautify the riverbank but also make it a central hub for community activities and tourism.


As Tarboro prepares to move forward with the Riverbank Stabilization Project, the town anticipates numerous benefits, from enhanced recreational opportunities to economic growth. By effectively utilizing the riverbank, Tarboro is set to create a more connected, attractive, and thriving downtown area, reinforcing its commitment to community development and revitalization.
